前 言

本規范是根據原建設部《關于印發<二OO 二～二OO 三年度工程建設國家標準制訂、修訂計劃>的通知》（建標[2003]102 號）下達的任務和要求，由四川省建筑科學研究院會同有關的高等院校、科研、質監、施工等單位共同制訂而成。在制訂過程中，規范編制組開展了各類結構加固施工方法的專題研究；進行了廣泛的調查分析和重點項目的驗證性試驗；總結了近十五年來我國建筑結構加固工程的施工經驗，并與國外先進的標準、規范進行了比較分析和借鑒。在此基礎上以多種方式廣泛征求了有關單位和社會公眾的意見并進行了新加固材料和新施工工藝的試點應用和加固效果的評估。據此，還對主要問題進行了反復修改；最后經審查定稿。
本規范主要規定的內容有：建筑結構加固工程施工的基本規定、材料、混凝土構件增大截面工程、局部置換構件混凝土工程、混凝土構件繞絲工程、混凝土構件外加預應力工程、外粘或外包型鋼工程、外粘纖維復合材工程、外粘鋼板工程、鋼絲繩網片外加聚合物砂漿面層工程、砌體或混凝土構件外加鋼筋網-砂漿面層工程、砌體柱外加預應力撐桿工程、鋼構件增大截面工程、鋼構件焊縫補強工程、鋼結構裂紋修復工程、混凝土及砌體裂縫修補工程、植筋工程、錨栓工程、灌漿工程、建筑結構加固工程竣工驗收及有關附錄。
本規范的黑體字標志的條文為強制性條文，必須嚴格執行。
本規范由住房和城鄉建設部負責管理和對強制性條文的解釋；由四川省建筑科學研究院負責具體技術內容的解釋。

1 總 則
1.0.1 為了加強建筑結構加固工程質量管理，統一建筑結構加固工程施工質量的驗收，保證工程的質量和安全，制定本規范。
1.0.2 本規范適用于混凝土結構、砌體結構和鋼結構加固工程的施工過程控制和施工質量驗收。
1.0.3 建筑結構加固工程技術文件和承包合同中規定的對加固工程質量的要求不得低于本規范的規定
